Logically, payment was supposed to be made within three months following the judgment. But more than a year later, the families have still received nothing. Casimir Ngakala, one of the leaders of the Collective of parents of victims from the Chacona police station, came to inquire about their situation at the office of the lawyer handling the case. He left very disappointed and visibly angry.
Despite the payment agreement given by the authorities, Casimir Ngakala notes that the public treasury managers do not have the will to disburse: "There is money [at the Treasury]. Do you think the Treasury can go entire days without paying out money. They make expenses and ours is scheduled in the Treasury's expenses. But they don't do it. They claim there are no liquidity. What liquidity! The Treasury is not a small bank after all".
Lawyer for the victims, Me Steve Bagne, is more than appalled. "Really, it's sad. I am sorry. The parents have not received a single franc in compensation for the immeasurable harm they have suffered", laments the lawyer.
For now, the families, who say they have not yet finished their mourning, have not planned to protest or attempt further legal action.
