The accusation had been brewing for several days, the subject had even been raised at the highest level between Presidents Tshisekedi and Kagame last Thursday. The Democratic Republic of Congo affirms and maintains that Rwanda supports the M23 rebellion, a movement that was defeated a decade ago but has resurfaced in recent months. It denounces the lack of progress in the process of their return to Congolese soil. There have been skirmishes since the end of 2021, but for the past few days this has escalated into genuine fighting in the territory of Rutshuru, north of Goma, in North Kivu. On March 28, new clashes occurred, with the M23 allegedly attacking positions of the Congolese army. The FARDC (Armed Forces of the Democratic Republic of the Congo) claim to have arrested two Rwandan soldiers in the counter-operation.

"During these attacks," affirms Lieutenant General Constant Ndima Kongba, military governor of North Kivu, "the FARDC seized two Rwandan military personnel. The FARDC are questioning the meaning of pooling efforts for joint operations with a partner who respects neither its commitments to the DRC nor its own word on the occasion of various meetings and exchanges between leaders at all levels, and with the promise of stabbing the DRC in the back. Whatever it costs, the FARDC will not leave any inch of our territory under occupation by any rebellion."
