In a press release, the UN mission welcomes the progress announced by the State of Qatar, facilitator of the Doha negotiations, in particular the agreement on detailed terms of reference intended to operationalize this ceasefire monitoring and verification mechanism. While calling for the immediate cessation of hostilities, MONUSCO recalls that its involvement falls within the framework of UN Security Council resolution 2808 (2025).
This resolution explicitly authorizes it to support the implementation of a permanent ceasefire, in particular through technical and logistical support to the International Conference on the Great Lakes Region (ICGLR), within the framework of the Expanded Joint Verification Mechanism Plus (EJVM+). Furthermore, the UN mission welcomed the continued engagement of several regional and international partners, including the State of Qatar, the United States, the African Union, the East African Community (EAC), the Southern African Development Community (SADC) and the ICGLR. It encouraged them to maintain and strengthen their support for peace and security efforts in eastern DRC.
According to MONUSCO, internal arrangements have already been made to support, in a progressive and adaptable manner, the ceasefire monitoring and verification architecture.
"MONUSCO stands ready to support a credible ceasefire monitoring and verification mechanism, within the limits of its mandate defined by the Security Council and in full respect of the sovereignty of the Democratic Republic of the Congo," said Ms. Vivian van de Perre, Deputy Special Representative of the Secretary-General and Acting Head of MONUSCO.
She added that the Mission will continue a constructive engagement with all concerned stakeholders and will communicate transparently on the scope and modalities of its support.
MONUSCO finally reaffirms its determination to support initiatives aimed at reducing violence, protecting civilians and fostering the conditions for a durable political solution in eastern Democratic Republic of the Congo, in accordance with its mandate.
